The honest read.

The costliest local search market in Canada and the one where municipal boundaries mislead most. A searcher in Surrey or Burnaby is in the Vancouver metro but not in Vancouver, and a business optimising for the city name alone competes hardest for the smallest share of the region while ignoring the municipalities where most of the households actually are. Proximity weighting in the map pack cuts sharply across a metro this dense, so a single profile downtown reaches far less of the Lower Mainland than its population suggests. The winning structure here is municipality by municipality rather than metro-wide, and almost every out-of-province competitor gets that wrong.

Should I target Vancouver or the specific municipality I am in?
The municipality, and it is not close. Metro Vancouver is a collection of distinct cities with their own names, their own searchers and their own map packs. A Burnaby business ranking for Burnaby queries beats one competing citywide for Vancouver, because the searcher in Burnaby is being served a Burnaby-weighted result set regardless of what your page says.
Does an Alberta agency understand the Vancouver market?
Structurally, yes - the mechanics of local search do not change at a provincial border, and the municipality-first structure this market needs is the same discipline we apply across the Calgary and Edmonton regions. What we do not have is a physical presence or local relationships here, and we would rather say so than pretend a remote engagement is the same as a local one.
Why is Vancouver more expensive to compete in?
Density and margins. More businesses per square kilometre chase the same searches, and the ticket sizes support more marketing spend per competitor, so the amount of work required to hold a position is higher than in any Alberta market.
